The British Council’s Cultural Protection Fund commissioned ERS in 2020 to undertake an independent evaluation of a £30m grant programme designed to protection cultural heritage at risk across Middle East and North Africa (MENA).
ERS’ evaluation assessed effectiveness, efficiency, impact, sustainability and value for money of the Cultural Protection Fund. The evaluation focused on Phase 1 delivery of the Fund between 2016 and 2020 across 12 countries in the MENA region.
Our methodology included: (i) a rapid international review on cultural heritage protection; (ii) a synthesis of outcomes and lessons from 51 CPF project evaluations; (iii) Primary research with CPF grant managers, stakeholders (e.g. specialist assessors, DCMS and BC in MENA target countries), grantees and unsuccessful applicants.
The evidence found in the final evaluation report will support the £8m continuation funding. ERS also produced a visual executive summary and a slide deck for use by the British Council, in addition to a learning database with the 51 project evaluation report findings. Thanks to our high quality work, ERS was later recommissioned to evaluation the next phase of the Cultural Protection Fund.
