Hartlepool Economic Growth and Regeneration Strategy

In 2021, ERS was commissioned to undertake the development of an Economic Growth Strategy on behalf of Hartlepool Borough Council. This aim was to deliver a strategy specific to the needs and opportunities of Hartlepool, whilst also aligning to broader strategies. Against the context of Economic Growth Strategy already in place at the time, ERS were tasked with ensuring aspirations and targets were relevant, achievable, and representative of the ambitions of the town

ERS’ study involved undertaking an economic analysis of Hartlepool’s economy. This included drawing comparisons between the size of businesses, the productivity of employees, and the employment rate in Hartlepool to that of the Tees Valley average and also the national average. ERS utilised a range of data sources including an e-survey, garnering 39 responses from local businesses, in addition to hosting a workshop with Hartlepool’s Economic Forum.

ERS developed the Strategy around three key themes:

  • Developing Place

  • Developing People

  • Developing Business

Our work culminated in the production of a summary action plan. This included key actions, partners, and performance indicators for each point. We recommended that Hartlepool Council develop an action plan and consider its priorities and resources in order to drive these findings forward.
