Levelling Up Fund Application Support to Gateshead Council

In Round 1 of the Levelling Up Fund (LUF), Gateshead Council’s application to fund the development of The Sage arena, conference, and exhibition centre on the Gateshead Quays was, unfortunately, unsuccessful. ERS was subsequently engaged to write a compelling and persuasive application on behalf of the council for Round 2 of LUF funding.

Our expertise in economic impact assessments was crucial in making the case for the funding. Key areas of focus for our application writing included:

  • Socio-economic context: ERS provided a comprehensive analysis of the socio-economic context of the development, emphasising how The Sage project aligned with the broader community and regional development goals. This detailed analysis helped to underscore the project's importance in the context of Gateshead's levelling-up aspirations.

  • Market failure: ERS effectively addressed the issue of market failure by demonstrating how The Sage project would fill a critical gap in the local cultural and conference offerings. The application clearly outlined the specific market needs and how the development would meet them, thereby reducing market failures and generating broader economic benefits.

  • Strategic alignment: ERS emphasised how The Sage project was strategically aligned with the goals and priorities of the Department for Levelling Up, Housing and Communities, as well as other regional and national objectives. This alignment was crucial in convincing appraisers of the project's strategic fit.

  • Economic benefits: ERS quantified and articulated the expected economic benefits of The Sage project, providing a compelling case for how the investment would lead to job creation, increased tourism, and enhanced economic growth.

Our expertise in synthesising findings from a wide range of stakeholders allowed us to respond promptly to urgent requests and adaptations from different council departments and external agencies. As a direct result of ERS's contributions and the strengthened application, Gateshead Council secured a £20 million investment from the LUF.
