Evaluation of Wheels to Work and Wellbeing
ERS was commissioned by Rural Action Derbyshire (RAD) to undertake a comprehensive evaluation of the Wheels to Work and Wellbeing (W2W&W) project. This scheme was a vital moped hire initiative designed to support individuals residing in rural Derbyshire and Nottinghamshire to overcome transportation barriers, enabling them to access and maintain work and training opportunities.
Our evaluation was meticulously designed to capture an overview of the W2W&W scheme's impact and effectiveness. To achieve this, we designed a methodology made up of the following key elements:
Monitoring data analysis: We examined a range of information sources such as funding applications, financial budgets, financial outturn reports and beneficiary demographic data. This allowed us to gain a thorough understanding of the scheme's financial sustainability and the alignment with its intended goals.
Consultations with RAD: Our evaluation featured in-depth consultations with the dedicated W2W&W team employed by RAD). These consultations enabled us to gain insights directly from people at the forefront of implementing the scheme, providing us with a nuanced perspective on how the scheme worked in practice.
Survey: We circulated an e-survey to all W2W&W beneficiaries, which allowed us to delve into the nature of the transportation barriers facing local people, the distances travelled to work or training, the types of jobs held by beneficiaries, and any changes that the scheme had brought about for them.
Beneficiary feedback questionnaires: We also a brief questionnaire to collect valuable data on beneficiaries’ views on the management of the scheme and quality of activities, including the extent to which the scheme met their needs. These questionnaires included ratings of satisfaction, potential willingness to pay for the services in future, and provided the opportunity for beneficiaries to give more in-depth, qualitative feedback on their experiences. These questions allowed us both to understand the effectiveness of the current iteration of the scheme and gather useful learning to inform future planning.
By illuminating the tangible and intangible benefits of the Wheels to Work and Wellbeing scheme, as well as its socio-economic impact, our report was compelling and convincing in its demonstration of the scheme's value and effectiveness.
